The Ministers of Health of 16 federal states of Germany unanimously supported a new model regulating organ and tissue donation. In accordance with the new rules, every citizen of Germany will be interviewed on a mandatory basis about whether he is ready to become a donor or not, according to Tagesschau (Gesundheitsminister fuer Neuregelung der Organspende).

Currently, a different, voluntary scheme is in effect in Germany: any citizen, as well as relatives of a patient who is in a state of brain death, can, on their own initiative, declare their readiness to become a donor to the authorities. At the same time, there is no mandatory universal survey in the country.

As noted by the Minister of Health of North Rhine-Westphalia Malu Dreyer, who supported the introduction of new donation rules, "every citizen or citizen should, at least once in his life, consciously answer the question whether they are ready to become organ donors or not." However, no one will be forced to answer: the respondents will be able to refuse to answer this question.

It is noted that the proposal of the Ministers of health of 16 federal states has already found the support of the head of the CDU/CSU faction in the Bundestag Volker Kauder and the chairman of the opposition SPD faction Frank-Walter Steinmeier. Both announced their intention to submit the relevant bill for discussion. According to Spiegel (Gesundheitsminister einigen sich auf Entscheidungsloesung), changes to the law on transplantation may be made before the end of this year.

The results of a sociological survey conducted by the Cologne Institute for Public Opinion Research YouGov indicate that the overwhelming majority of German citizens (77 percent) agree to the new model. Only 14 percent were against it, and another 9 percent have not yet decided. At the same time, every second respondent (52 percent) declared readiness to become a donor after death. Currently, 12 thousand seriously ill people need organ transplants in Germany, 8 thousand of them are waiting for kidneys.
