The reform of the Russian pharmaceutical industry, launched in 2008, is in full swing. The government remains committed to the development of the domestic pharmaceutical industry and the support of the Russian manufacturer. According to the federal target program "Development of the pharmaceutical and medical industry of the Russian Federation", by 2020 the share of medicines produced in Russia in the list of strategically important medicines and VED should be 90%, in addition, 75% of pharmaceutical and 85% of medical enterprises should be modernized.

In order to increase the share of domestic medicines on the market at the same time as improving their quality and restraining prices for them, it is necessary to localize full-cycle production in Russia, as well as improve the practice of state bidding. At the same time, it is obvious that today the Russian market continues to rely on foreign manufacturers. There are many reasons for this: imperfection and lack of transparency of legislative regulation and pricing, the lack of an adequate number of enterprises operating according to the European GMP standard, the controversial formation of the list of VED, corruption, as well as weak consolidation of Russian manufacturers.

Nevertheless, despite the problems that are difficult to solve in the short term, many market players agree that the Russian pharmaceutical market has good prospects for development. Manufacturers intend to bring new highly profitable drugs to the market to increase profits, many are thinking about expanding existing production areas or launching new productions, in addition, there is a tendency to create clusters within which foreign manufacturers are grouped and domestic companies are building factories.
