The participants of the All-Russian Congress "Economic and Legal regulation of innovation activity 2011" gave a high assessment of the innovative activity of the territory.

The Third Congress was held in Moscow on March 2-3. Representatives of the Administration of the President of the Russian Federation, the State Duma of the Federal Assembly of the Russian Federation, the Ministry of Economic Development of Russia, the Ministry of Finance of the Russian Federation, the Ministry of Education and Science of the Russian Federation, Rospatent, the Chamber of Commerce and Industry of the Russian Federation and the Russian Union of Entrepreneurs made speeches at it, the press service of the regional administration reports RIA Sever DV, with reference to the head of the Department for Innovation Policy of the administration Magadan region Galina Golobokova.

A number of topical topics were discussed at the Congress, such as: the state strategy for the development of innovations, the current state and trends in the development of the Russian economy, goals in the field of innovation, the state vision of the innovative model of the economy and society as a whole, the current legislative environment, strategies and programs to stimulate innovation in Russia.

The congress also discussed procedures for patenting and maintaining patents, changes in legislation in the field of patenting, ensuring the protection and protection of intellectual property, changes in legislation in the field of protection and protection of intellectual property results, legislative mechanisms to ensure income from their activities, cooperation in innovation.

The congress participants paid special attention to the issues of commercialization of innovative products: methods of commercialization of intellectual property results, the possibility of obtaining funds for commercialization, financial aspects, preparation of business plans, organizational and managerial issues of innovation, mechanisms of public-private partnership in innovation and others.

The Congress also announced the results of a comparative analysis of the innovation activity of the subjects of the Russian Federation.

According to Vladimir Kiselyov, Head of the research sector of the International Scientific and Innovation Policy of the State Institution "Center for Research and Statistics of Science" of the Ministry of Education and Science of the Russian Federation, in accordance with the methodology, the indicators characterizing the results of the innovation policy were evaluated, according to which the Magadan Region took a leading place among 26 regions of the Russian Federation – leaders in innovation policy.

The analysis was carried out using international recommendations on the collection and analysis of innovation data (Oslo, 2005).

According to the analysis, the Magadan region occupied:

• 1st place – according to the consolidated index of innovation activity (0.472);
• 2nd place – according to the innovation potential index (0.551, 1st place – Ulyanovsk region);
• 2nd place – according to the innovation climate index (0.436, while the 1st place is the Novgorod region);
• 4th place – according to the innovation performance index (0.429, while 1st, 2nd, 3rd place-G. Moscow, St. Petersburg, Samara region, respectively).

In addition, at the end of 2010, the analysis of the innovation environment of the subjects of the Russian Federation was also carried out by the Public Opinion Foundation, according to the results of which the Magadan region was also noted among the few regions of Russia as an innovator in a favorable innovation environment.

These results were obtained due to the presence of a regional regulatory framework for innovation activities, a coordinating mechanism for implementing innovation policy, innovation infrastructure modules, mechanisms for supporting participants in innovation processes, conducting active educational and information activities, attracting young people to the field of innovation and other aspects

The leadership of the territory has already done a lot to implement the innovative and active scenario of the socio-economic development strategy of the region, but more needs to be done. So far, we are inferior to other territories in terms of the efficiency of using innovative potential. This indicates the need to intensify the participation of our science in the processes of commercialization, increase the share of applied developments for the branches of the regional economy and the interested participation of innovation developers in their implementation. It is also necessary to create additional modules of the innovation infrastructure, allowing to activate these processes: innovative business incubator, engineering and analytical center, technology transfer center.
