Shall we switch the arrows again?

The draft law on the transition to winter time was adopted in the first reading

Seasonal arrow transfers are not planned: it is assumed that on October 26, Russians will turn back the clock for the only time. Thus, the time in the country will approach astronomical, writes Kommersant.

The bill will be finalized within two weeks. To do this, a special working group was created the day before. Deputies will have to decide, in particular, whether to prescribe clear time zone boundaries in the bill or allow regions to choose what time to live in. Today, the document proposes to add one more – the tenth – time zone in the Urals.

Recall that Dmitry Medvedev established permanent summer time on the territory of Russia back in 2011. It is believed that it allows you to use light hours more efficiently in the evening (from 18:00 to 23:00) and save electricity. Since then, the debate has not stopped that the best option for the health of Russians would be a permanent winter time.

This idea was supported by the Russian Academy of Sciences and Rospotrebnadzor: their research showed that the well-being of citizens worsened due to the need to wake up in the dark in the morning. "Forcible awakening before sunrise causes an interruption of physiologically normal sleep, shakes the nervous and immune systems of the body," the explanatory note to the document says. The authors of the bill even cited data from Novosibirsk, where the number of suicides increased by 66 percent after the arrows were switched.

The draft law on the transition to winter time is not approved by the government, so the State Duma has repeatedly postponed its consideration. In the spring, deputies gave officials a month to return winter time, but no steps were taken. Then Deputy Prime Minister Arkady Dvorkovich asked for several months to study the opinions of the regions. The deputies were outraged and replied that sociologists had answered this question a long time ago.

(In fact, the results of a survey of our fellow citizens conducted by VTSIOM last year do not at all show popular approval of the transition to "permanent winter" time. But academics know better – VM.)
