A multimedia round table on the topic: "Cellular technologies: myths and reality of beauty medicine" was held within the framework of the special project "Beauty Medicine" of the "Social Navigator" MIA "Russia Today". Within the framework of the event, the issues of joint application of new cellular technologies and genomic engineering in plastic surgery (in aesthetic and reconstructive parts), cosmetology, neurology, rheumatology, oncology and other areas of practical medicine and the pharmacological industry were considered.

Natalia Tyurina, the head of the Social Navigator project of MIA Russia Today, explained that the reason for this event was the adoption of the law "On Biomedical Cell Products", which defines the relations arising in connection with the development, research, examination, registration, storage and transportation of products intended for the prevention, diagnosis and treatment of patient diseases. The law comes into force on January 1, 2017.

However, according to Oksana Fomicheva, Deputy Director of the Department of Science, Innovation Development and Management of Biomedical Health Risks of the Ministry of Health, the adoption of the law does not mean that from January 1, biomedical cell products will be circulated in Russia. To regulate the cellular technology industry in 2017-2018, 60 regulatory legal acts will be adopted within the framework of this federal law, she explained. According to the representative of the Ministry of Health, state control will be carried out at all stages of registration of biomedical products, including examination of the composition of samples, quality control, effectiveness and possible risks of use.

Natalia Manturova, head of the expert council of the Beauty Medicine project, chief freelance specialist – plastic surgeon of the Ministry of Health, noted that the federal law on cellular technologies is more aimed at the development of tissue engineering, which will positively affect one of the projects related to the restoration of the skin.

We are talking about a project with the participation of specialists from the Research Center for Cellular Technologies of the Institute of Plastic Surgery and Cosmetology, the Institute of Surgery named after Vishnevsky and the Research Institute of Pediatric Surgery on the basis of Moscow Clinical Hospital No. 9. As part of this project, patients with extensive burns receive burn therapy using cellular technologies. According to the head of the research center of the Institute of Plastic Surgery and Cosmetology Andrey Ustyugov, the law will allow to standardize techniques, to use cellular technologies in clinical practice, and not only in plastic and reconstructive surgery, but also in emergency medicine.

In this regard, the director of the Research Institute of Pediatric Surgery, the head of the University Clinic of Pediatric Surgery, Vladimir Rozinov, cited statistics according to which more than 500 children die annually at the scene of accidents as a result of fires and explosions, from 4 to 7 percent of children with severe burns become disabled. "The introduction of cellular technologies will affect the growth of opportunities to save children's lives and reduce the percentage of disability," said the director of the Research Institute.

The adoption of the law, according to Natalia Manturova, regulates the use of cellular technologies in practical medicine, as well as regulates all stages of scientific research. In particular, according to the expert, many institutes are at the stage of clinical research on the creation of adipose and cartilage tissue from cells. "We are already thinking about how to replace implants with a person's own tissue," she stressed.

Within the framework of the round table, medical experts also discussed the issue of the safety of cellular technologies used. "In the hands of professionals, cell therapy is safe and effective, and we must protect and develop this direction, which gives unlimited opportunities, in particular, for the recovery of the body after radiation and chemotherapy," believes the head of the department of cellular and experimental radiation Therapy of the A.F. Tsyba Medical Radiological Research Center, a branch of the National Medical Research Radiological Center of the Ministry of Health Russian Federation (Obninsk) Anatoly Konoplyannikov. According to him, "not a single case of sarcoma was caused by the introduction of stem cells."

According to the majority of experts present, the adoption of the law "will legalize what has been on the surface for a long time", will allow standardizing techniques and introducing them into clinical practice.
