Scholarships for study abroad

Pursuant to the Decrees of the President of the Russian Federation No. 443 dated 12.04.1993 "On urgent measures of state support for students and postgraduates of educational institutions of higher professional education" and No. 916 dated 27.08.2002 "On increasing the amount of scholarships of the President of the Russian Federation to students and postgraduates of educational institutions of Higher Professional Education", the Federal Agency for Education announces an All-Russian open competition for Presidential scholarships Of the Russian Federation for study abroad of students and postgraduates of Russian universities in the 2009/2010 academic year.

Applicants for scholarships of the President of the Russian Federation to study abroad can be students and postgraduates of higher educational institutions of the Russian Federation (citizens of the Russian Federation) who have received recommendations from academic councils, whose outstanding achievements in studies and research are confirmed by diplomas (or other documents), winners of All-Russian and international Olympiads, creative contests and festivals, who are the authors of discoveries, two or more inventions, articles and publications in specialized scientific Russian and foreign publications.

To participate in the All-Russian Open Competition for scholarships of the President of the Russian Federation for studying abroad in the 2009/2010 academic year, the following documents are submitted:1. Letter of presentation of a higher educational institution of the Russian Federation with a brief description of the scientific, creative (for creative specialties) activities of the candidate during his/her studies at the university, signed without fail by the rector or acting rector.


2. Recommendation of the Academic Council of the higher educational institution.
3. Personal statement of the student (graduate student) about the desire to participate in the competition in the name of the rector.
4. At least two recommendations of Russian and, if possible, foreign scientists in Russian and foreign languages (depending on the country of assignment).
5. Copies of documents confirming the scientific (creative - for creative universities) successes of the candidate for participation in the competition, a list of scientific papers and publications certified by the university.
6. Full biographical information (objective reference) indicating the surname, first name, patronymic, date of birth, place of birth, data of the Russian internal passport, home address and contact phone number (in duplicate) and 2 photos 3x4 cm.
7. Justification by the candidate of the expediency of studying abroad on the declared subject, indicating a foreign state and a specific educational institution or scientific center in Russian and foreign languages.
8. An extract from the credit sheet for the entire period of study for students and a copy of the diploma of higher education for graduate students in Russian and the language of the intended country of assignment.
9. Certificate of the Department of Foreign Languages of the sending university on the degree of foreign language proficiency of the candidate for participation in the competition.
10. A medical certificate of health confirming the candidate's ability to study abroad, signed by the chief physician with the seal of the medical institution.
11. Written consent of a foreign university to accept a participant of the competition for study or scientific internship (if any).

It is necessary that all documents be signed, certified at the university and submitted to the selection committee of the Federal Agency for Education in printed form.

The deadline for submission of documents is February 15, 2009.

General provisionsThe number of candidates for participation in the competition is not limited.

The quota of scholarships for studying abroad in accordance with the decree of the President of the Russian Federation: 40 scholarships for students and 60 for postgraduates.

Higher educational institutions that submit candidates for students and postgraduates to the competition must take into account the completion dates of the training of the participants of the competition at a Russian university and the possibility of their secondment abroad in the 2008/2009 academic year. The documents of the final year students and postgraduates of the third year of study are not accepted for consideration.

The secondment of the scholarship holders of the President of the Russian Federation to study and scientific internship abroad is carried out by the Federal Agency for Education with the consent of the scholarship holder from the host foreign university or scientific center.

The duration of the secondment is not more than one academic year. The funds for the tuition (scientific internship) and the maintenance of the scholarship holder abroad are transferred by the Russian side directly to the account of the receiving educational institution or scientific center. Currency funds are not transferred to personal accounts.

The selection of fellows is carried out by the selection committee of the Federal Agency for Education on the basis of the submitted documents. Special attention is paid to the degree of foreign language proficiency of the contestant. Candidates intending to study in the USA must pass an English proficiency test (TOEFL) and submit the exam results.

Those wishing to study in the UK, Canada, Australia must also pass the "TOEFL" or "IELTS" exam.

All other things being equal, preference is given to students and postgraduates who have proved themselves in the priority fields of science, technology, medicine and culture, who have achieved significant success in fundamental and applied research.

The scholarship holders of the President of the Russian Federation studying abroad retain the right to return to their former place of study in the Russian Federation and complete their education. If necessary, the scholarship holder's studies at a Russian university can be extended for the duration of his business trip abroad. Following the results of the secondment abroad, the fellows are required to submit a detailed report to the Department of International Education and Cooperation of the Federal Agency for Education within a month.

The decision of the selection committee on sending the winners of the competition abroad is issued by the order of Rosobrazovanie, a copy of which is sent to the relevant ministries, departments and higher educational institutions of the Russian Federation.

In order to timely issue exit documents and transfer the necessary financial resources, the fellows of the President of the Russian Federation must submit the following documents by September 01, 2009:1. Written consent of a foreign higher educational institution to accept a scholarship holder of the President of Russia for a period of up to 10 months.


2. The cost estimate for the scholarship holder's stay in the country of business trip.
3. Bank details of the receiving higher educational institution with mandatory indication of the full name and postal address of the bank.
4. The above documents must be translated into Russian and certified by the management of the sending higher educational institution (signature and seal of the university).
