Emergency support for scientific research

The Russian Foundation for Basic Research announces a competition for emergency support of scientific research in the fields of knowledge for 2009:
      (01) mathematics, computer science and mechanics;
      (02) physics and astronomy;
      (03) Chemistry and materials sciences;
      (04) biology and medical science;
      (05) Earth sciences;
      (06) human and social sciences;
      (07) information technology and computing systems;
      (08) fundamentals of engineering sciences.

Applications may be accepted for consideration within the framework of the emergency support competition only if they are due to the following extraordinary circumstances:
– the need for urgent additional research on selected topics, urgent organization of an expedition to study a new natural phenomenon, etc.;
– the need for an immediate discussion of newly discovered facts or a new scientific concept at a special conference or the urgent publication of important results.

Applications for the following types of RFBR contests are accepted for consideration within the framework of the competition: e_k – emergency organization of expeditions (and field research);

      e_g – emergency organization of Russian and international scientific events in Russia;
      "ed" – emergency publishing projects.

Applications for financing projects within the framework of the emergency support competition must be issued in accordance with the rules of the regular RFBR competition corresponding to the focus of the emergency application. The application must contain arguments justifying the need for emergency support.

Emergency applications are considered in accordance with the "Examination Procedure". The financing of the supported projects is carried out in 2009 in the form of a one-time payment. Reports on emergency projects must be submitted to the Fund by January 15, 2010; the reporting procedure will be announced later.

Procedure for registration and submission of applications to the RFBROnly those applications that are processed using the interactive (via the Internet) system of the Grant-Express system will be accepted for consideration.
The registration cycle consists of the following stages: registration of the applicant's person (if this was not done earlier), preparation of the application, registration of the application. After receiving the registration number, the project manager must print out and submit to the RFBR 1 (one) printed copy of the application.

Detailed rules of operation in this system are presented on the server http://grant.rfbr.ru or http://grant.rffi.ru . If necessary, requests related to the operation of the remote application registration system should be sent to grant@rfbr.ru .

Registration of applications through the Grant-Express system – from August 17 to September 17, 2009. Printed copies must be received by the Fund by September 25, 2009.

The application is submitted to the Fund in an envelope on which the following are indicated:
the mark "RFBR Competition"; the application number received as a result of registration through Grant Express; the project code according to the classifier and the type of competition. For example: "RFBR Competition" – (№09-04-15342) – (04-360) – e_k".

A printed copy of the application must be sent to the postal address: Leninsky Prospekt, 32A, Moscow, B-334, GSP-1, 119991, Russian Foundation for Basic Research (by simple letter, without declared value).

In addition, applications can be dropped directly into the mailbox of the Foundation installed in the building at the specified address, daily from 10 to 17 hours, except Saturdays and Sundays.
