The reason for the speech of the country's leading cardiologists was the publication in the weekly "Arguments and Facts" No. 22, where Samara physiologist Yuri Mishustin in an interview entitled "Lethal deadlock of cardiology" said that "treatment by doctors of cardiovascular diseases often leads to disability and death." The material was followed by an advertisement for the book "Breaking the Deadlock. The mistakes of medicine are corrected by physiology." Academician of the Russian Academy of Sciences and the Russian Academy of Medical Sciences, Director of the Federal State Institution "Russian Cardiological Research and Production Complex" Evgeny Chazov, Vice-President of the World League for Arterial Hypertension Claude Lanfan, Deputy Director of the Scientific Center of Neurology of the Russian Academy of Medical Sciences Mikhail Piradov and President of the Union of Journalists of Russia Vsevolod Bogdanov came to refute Mr. Mishustin.

The author of the publication, Alexey Pozdnyakov, in an interview with physiologist Yuri Mishustin, found out that "in the last 10 years, considerable funds have been allocated for a program to combat arterial hypertension, with the participation of cardiology academics, massive propaganda of the false thesis "high blood pressure is the cause of stroke" was conducted in the media, thanks to which every family now has an excellent stimulant uncontrolled self–medication is a tonometer, and the consumption of pressure pills has increased significantly, but there have been more strokes from this." The interviewer blames the problem on "the richest part of the system – the pharmaceutical industry," because valocordin and papaverine were replaced with imported drugs designed not to treat hypertension, but to reduce blood pressure for a while." Evgeny Chazov commented on this as follows: "I would have reacted calmly to this publication if it had not touched on the most important and complex problem of the health and life of millions of citizens of the country. Naturally, the newspaper believes that by attributing at the end of the article "on the rights of advertising", they have relieved themselves of responsibility for the content and offer resulting from the so-called advertising. I cite international data – a twofold decrease in mortality from heart and vascular diseases over 20 years occurred in the United States due to prevention and active treatment with drugs used by us, in particular, for arterial hypertension." Mr. Lanfang also supported him: "Today 20% of all diseases are caused by high blood pressure. However, high blood pressure can be successfully treated with medications. The methods of treatment of myocardial infarction were borrowed by the world practice from Academician Chazov. And journalistic materials on this topic should be based on scientific publications. You are a civilized country!".

Statistics show that in 2006, mortality from cerebrovascular diseases and stroke decreased by 6.5%, in 2007 – by 6%, in 2008 – by 1.5%. This is more than 140 thousand saved lives.

As it turned out, the authorities of the Samara region have never heard the name of the scientist-physiologist Yuri Mishustin. The leadership of the Federal State Institution "Russian Cardiology Center" addressed a letter to the editor-in-chief of the newspaper "AIF" N.I. Zyatkov, in which, in particular, it says: "thousands of patients can quit treatment and then, indeed, the epidemic of stroke will begin. Have you thought, Mr. Editor, what this advertisement can bring? And some zealous officials in the regions, discussing your article, will decide to exclude from the list of medicines that a certain group of the population receives for free, drugs for the treatment of arterial hypertension." Mr. Chazov also noted that Russian Prime Minister Vladimir Putin and Russian President Dmitry Medvedev were informed about this incident. Also, the management of the Cardiology Center sent a list of medicines for the treatment of CVD, which are recommended for treatment under the DLO program.
