Russia is ready to become a global technology leader On April 29, the Institute of Modern Development (INSOR) held a press conference on the topic "Results of the International forum on global cooperation:

Russia will become a technological leader among the BRIC countries."

The journalists were addressed by: President of NP "RUSSOFT" Valentin  Makarov; Deputy of the State Duma, Chairman of the Subcommittee on Technological Development (State Duma Committee on Information Policy, Information Technologies and Communications) Ilya Ponomarev; scientific director of the ANO "Project Implementation Group "Informexpertiza", Vice-President of the League for Assistance to Defense Enterprises of Russia Vladimir Rubanov.

The press conference was led by Alexey Tsaregorodtsev, Director for the Development of the information society of INSOR, an institute that is an expert platform for discussing key issues of modern development in Russia.

The informational occasion for the press conference was the representative international forum held on April 17 in Boston, organized by the Council for Technological Leadership (Massachusetts, USA). The forum was dedicated to the innovative opportunities of the rapidly developing markets of the BRIC countries (Brazil, Russia, India and China).

RUSSOFT (Association of software Development Companies) was one of the co–organizers of the Boston Conference, and the participation of the Russian delegation was supported by the Ministry of Information and Communications of Russia.

Ilya Ponomarev, Chairman of the Subcommittee on Technological Development of the State Duma, delivered a report from Russia in Boston. He focused on the prerequisites for Russia's entry into a leading position in the field of ICT, on the tasks of the legislative and executive branches of government to create conditions for the transition to a knowledge economy. From the presentation of the Russian side, the forum participants learned about the program of the elected President of Russia ("four "And"), about the development of the Innovation Code (a package of laws stimulating innovative development), about the implementation of the Ministry of Information and Communications of Russia of the state program for the development of technoparks, as well as about the advantages of doing high-tech business in Russia.

The adoption of amendments to the Tax Code of the Russian Federation, providing for the introduction of a special tax regime for enterprises in the innovation and information technology industry (the bill, according to which IT companies will pay a 6 percent income tax, passed the first reading in the State Duma), will increase, according to the parliamentarian, the competitiveness of the Russian IT industry and the investment attractiveness of the ICT market. If the benefits provided by the bill are used, innovative companies will be able to reduce the tax rate to 3%.

Currently, a draft law on venture financing is being developed, the adoption of which will attract the largest venture funds to Russia.  

In addition, Ilya Ponomarev noted, the transition to innovative rails necessitates the development of legislation in the field of copyright protection and technology transfer.

The main thing now, the deputy believes, is to convince entrepreneurs from different countries, including Russian ones, to start working with our technological potential. It's time to learn how to turn innovative technologies into a commercial product.

At meetings with representatives of the Massachusetts business community, there was talk about the beginning of Russian-American cooperation in the field of re-export of specialists to Russia, about the creation of a new university in our country that would occupy the same niche as the Massachusetts Institute of Technology occupies in the United States. The issue of exchanging visits between the governors of Massachusetts and the Novosibirsk Region was discussed.

"If Russia manages to implement at least a third of the planned, it will become a world leader in the field of high technologies. This was the opinion of the participants of the Boston Forum," Ilya Ponomarev said, speaking at a press conference in INSOR.

The President of NP RUSSOFT, Valentin Makarov, shared with journalists an assessment of the situation in the software sector and the prospects for its development. "Russia is one of the top three global players in the field of custom software development and is the largest provider of software development services in Central and Eastern Europe," he said.  In 2007, Russian exports of software development services amounted to $1.5 billion (an increase of 40-45% compared to 2006), and all software exports exceeded $2,200 million.

According to Valentin Makarov, with appropriate state support, Russian software exports in three to four years can reach 10-15 billion dollars.

Russia is recognized as a new major player in the global IT outsourcing market by the world's leading analytical agencies. In particular, the annual report for 2007 of the analytical agency Neo IT explicitly says about Russia: "Now it is the third provider of IT services to the world market, after India and China."

From the report of the reputable consulting company Frost & Sullivan in 2007: "Russian software developers are famous for the guaranteed provision of services and the ability to solve non-standard tasks."

"The Russian custom software development industry has turned into one of the world's technological leaders, virtually without the support of the state," said Valentin Makarov. With the support of the state, this industry, I am sure  The president of Russoft is quite capable of becoming the locomotive of innovative development of the country's economy. 

It is gratifying that a new generation of software specialists, who consistently wins prizes at all world programming competitions, prefers to work in Russia. 

Valentin Makarov sees the prospects of the industry in global cooperation and competition with the United States and the BRIC countries in the field of consulting and software development services, in the accelerated development of the product model of doing business, as well as in the entry of Russian system integrators with the support of software exporters to the world market.

Vladimir Rubanov, scientific director of ANO "GRP "Informexpertiza", Vice-president of the League for Assistance to Defense Enterprises, drew the attention of journalists to the problems of implementing the innovative development strategy announced by the elected president of the country. Among them, the speaker attributed: the narrowness of the social base (about 10 percent of the population) of innovative development, the difficulties of achieving national consensus (the elites are mainly associated with traditional industries and the raw materials sector), as well as the lack of effective structures and mechanisms of state management of innovative development and technological modernization; the gap between the fundamental interests of the current political-forming class and the tasks set in strategy 2020, etc.

According to Vladimir Rubanov, the stimulation of structural shifts and the reorientation of domestic industry to the use of its own intellectual potential can and should be achieved on the basis of targeted federal and departmental programs. Institutional and infrastructural development must be subordinated to the needs of innovative development. The policy and practice of purchasing goods and services for public needs can have a significant impact on innovation activity in Russia. However, the possibilities of the influence of the state order on the sphere of innovation are not yet being used to the proper extent.

Unfortunately, the research and technical solutions of Russian developers are more in demand abroad, respectively, and the capitalization of valuable knowledge is often carried out outside of Russia, which acts as an intellectual donor for world technology leaders.

The start of technological modernization of Russia can be given by the processes of technological modernization of existing traditional industries. It is necessary to combine raw materials and intellectual potential, to change the position of a global supplier of energy resources to the role of a world leader in energy technologies.

"The strategy of innovative development should be aimed at shaping Russia's position as one of the world's scientific centers. Competing on the cheapness of labor to take the place of another of the "factories" implementing Western developments is unworthy for Russia, does not correspond to its intellectual potential and does not ensure the implementation of the 2020 strategy," Vladimir Rubanov concluded.
