Skolkovo was caught in sawing and kickbacks

The prosecutor's office ordered Vekselberg to compensate for the damage from Skolkovo

<url>The Prosecutor General's Office of the Russian Federation submitted a submission to the President of Skolkovo Viktor Vekselberg demanding to eliminate numerous violations of the law in the activities of the fund and take measures to compensate for damage.

The Prosecutor General's Office also demanded that the head of the fund bring to justice those responsible for the violations found. In addition, reprimands were announced to two vice-presidents of Skolkovo, whose names are not specified in the message. The department took over the compensation of the damage caused to the state and the fund.

The Prosecutor General's Office believes that due to the fault of the fund's management, the funds allocated for the implementation of the project were spent uncontrollably and wastefully. In particular, the agency found out that Skolkovo spent about 600 million rubles on consulting services alone. At the same time, the cost of the work performed was often overstated, resulting in damage to the fund of 400 million rubles. In addition, significant damage to the fund was caused by the overestimation of the cost of a number of works by contractors.

The agency believes that Vekselberg had a personal interest in issuing at least three unreasonable grants. At the same time, prosecutors counted 17 such grants in total, and their total amount exceeds three billion rubles. The report clarifies that in order to avoid the recurrence of such violations, the fund has already consolidated the civil liability of grantees and established the principle of the repayment of grants. In addition, Skolkovo will conduct on-site inspections of grant recipients.

The Prosecutor General's Office clarifies that at the moment the fund has reimbursed 15 million rubles of damage caused by two advertising contracts. In total, according to the prosecutor's office, Skolkovo overpaid 49 million rubles for the creation of several short videos. In addition, according to the results of checking the estimated cost of a number of works, the fund stopped paying for them, saving 300 million rubles due to this. Lawsuits have been filed with the courts to recover another 30 million rubles. The identity of the defendants is not specified in the message.

The Skolkovo Foundation was created to implement the Innograd project, which has been under construction in the Moscow region since 2010 on the initiative of Dmitry Medvedev. By 2020, the fund should receive more than 135 billion rubles from the budget. At the same time, the authorities have already announced their intention to tighten control over Skolkovo's expenses after the investigative authorities discovered large-scale embezzlement from the fund.
