The metropolitan authorities are ready to offer innovative small and medium-sized enterprises a lot of new opportunities for further development. This was stated by the head of the Department of Support and Development of Small and Medium-sized Businesses in Moscow, Mikhail Vyshegorodtsev, during a meeting with entrepreneurs, which took place at the Central House of Entrepreneurs.

As the minister recalled, innovative business belongs to the list of priority areas of activity for the city and can count on subsidies of up to 2.5 million rubles for the production of a prototype and up to 1 million rubles for patent work or exhibition and fair activities. At the same time, a prerequisite is the deposit of a similar amount by the entrepreneur himself. In addition, up to 350 thousand rubles can be received by a novice businessman, and up to 750 thousand rubles by a youth enterprise; for this, it is necessary to submit an expert business plan for consideration by the scientific and technical council. "In July, we made changes to the financing regulations. Now youth companies can use subsidies, including to pay for the rental of commercial real estate. In addition, the changes affected the terms of compensation of interest rates on bank loans: if earlier this proposal was addressed only to priority areas, now it applies to all small enterprises without exception. With a loan term of 3 years or more, you can get 75% of the refinancing rate of the Central Bank of the Russian Federation, with a term of 2 to 3 years – 50%, from 1 to 2 years – 30%," M. Vyshegorodtsev said. In addition, the department is ready to personally work with every entrepreneur who is experiencing difficulties with obtaining a loan from banks.

Two venture funds are still operating in Moscow; moreover, the funds allocated to finance interesting innovative projects for this year have not yet been fully utilized. Therefore, there is a good chance of getting them. And the microfinance agency Microfinance, which has been successfully operating for a long time, is ready to provide small loans to entrepreneurs – loans of up to 350 thousand rubles are issued here without collateral. Finally, small and medium-sized businesses can claim compensation for the costs incurred when connecting to energy and other engineering networks (up to 30% of the funds spent); as well as for participation in educational programs, and in some areas the costs are reimbursed in full.

Speaking about property support, the head of the DMSP said that the first stage of the huge Nagatino-ZIL technopark has already been commissioned – it is 200 thousand square meters. m; good infrastructure is organized in the business center, it is convenient to get to it. In addition, there are interesting offers for non-residential premises in Zelenograd. "For example, recently in a specialized territory for MB in ZelAO, one of the residents put up for sale 4 thousand square meters of space that can be used for production," M. said.Vyshegorodtsev.

As for plans for the near future, in the autumn the Moscow City Duma plans to adopt a city law on lowering the threshold of "simplified" from 15% to 10%; along with this, compliance with the requirements of federal legislation prescribing at least 10% of state orders to be placed with small companies is monitored. Those who violate this requirement will be fined up to 50 thousand rubles.

In turn, the head of the Agency for the Development of Innovative Entrepreneurship, Alexey Kostrov, said at the meeting that the preparation of a draft resolution of the metropolitan government on improving the efficiency of innovative business in the city had recently been completed. According to this document, which will be presented at a government meeting in autumn, the list of types of support will be expanded. Thus, it includes a number of measures to stimulate the sale of innovative products – both among corporate clients and among government customers. A register of innovative projects in industries in demand by the city will be formed: medicine, ecology, safety, etc. This register should be publicly available and updated annually. "By the way, we intend to initiate amendments to the legislation on public procurement so that at least 10% of the order falls on innovations," Kostrov stressed. At the same time, he expressed the opinion that in order to inform government customers about interesting developments available to small businesses, it is necessary to hold regular demonstrations; in addition, the possibilities of the System of interregional marketing centers – business missions and negotiations - should be used to the maximum.

Another area highlighted in the draft resolution was the support of mini-clusters. "At a certain stage, some entrepreneurs decide to merge. We are ready to help them financially, financially, and organizationally," Kostrov said.

In terms of providing innovative business with premises, a good way out may be the construction of industrial design centers, where modern equipment will be provided at discounted prices. And in the future, several such centers may appear.

In conclusion, A. Kostrov appealed to the business community with a request to make suggestions regarding the improvement of the regulatory framework. "We are actively working with the Ministry of Economic Development of the Russian Federation, the State Duma, the Ministry of Education and Science. We are waiting for your suggestions," he concluded.
