Cluster "Pharmaceuticals, biotechnologies and biomedicine" of Kaluga region
took second place in Russia according to the ECEI methodology

Experts of the Association of Innovative Regions of Russia presented the results of a pilot survey of the management system in innovative territorial clusters of the Russian Federation based on the methodology of the European cluster assessment system ECEI (EuropeanClusterExcellenceInitiative). According to the results of this study, the cluster "Pharmaceuticals, biotechnologies and biomedicine" of the Kaluga region took the second place. Experts highly appreciated the activities of a specialized organization for cluster management – JSC "Agency for Innovative Development-Center for Cluster Development of the Kaluga Region", including such significant indicators as: the number of serviced enterprises, the involvement of organizations in cluster projects, the number of new cluster participants, the number of personal contacts of coordinators with participants, etc.

A total of 19 clusters and management companies took part in the survey. Tomsk cluster scored the maximum number of points – 825. The second place was shared by the Kaluga Pharmaceutical Cluster (the coordinating company is the Kaluga Region Cluster Development Center) and the INNOKAM cluster of the Republic of Tatarstan (781 points), the third - the Zelenograd territorial cluster (723 points).

The meeting participants noted the importance of forming an effective cluster management assessment system in Russia, the need for unification of the understanding of evaluation indicators by all participants, structuring indicators according to criteria of significance (very important, important, not very important) and the impact on the cluster's performance.

The upcoming testing of the cluster assessment system with the participation of EuropeanClusterExcellenceInitiative experts was announced at the meeting on the example of four territorial clusters located in the AIRR member regions, one of which was chosen the cluster "Pharmaceuticals, Biotechnology and Biomedicine of the Kaluga Region". All participants of the brainstorming session were invited to discuss the results of the survey on April 23, 2015 in Kazan as part of the second international conference "Partnership for Cluster Development".
