Clinical pharmacology: we are waiting for a change

Anastasia Tyukh, FarmvestnikEfficiency and reasonable price should become the basis for preferential provision of citizens, - said Academician of the Russian Academy of Medical Sciences, Rector of Volgograd Medical University Vladimir Petrov, recently appointed Chief Clinical Pharmacologist of the Ministry of Health and Social Development of Russia.

Recall that in August of this year Vladimir Petrov joined the Board of the Russian Foundation for Basic Research.

Speaking about the immediate plans in the new position, V. Petrov told "FV":

"A special focus should be the collection of data on side effects and undesirable effects of medicines. The law can solve this problem, according to which doctors must send notification cards from the medical center. If this does not happen, we will not be able to have a real picture – after all, doctors are an important link in this chain, since they prescribe drugs, and then they can fix the side effect. In my opinion, to solve this extremely important problem, the participation of doctors should be encouraged and financially, since they have another duty.

The second thing I intend to do is to oblige all medical institutions to have clinical pharmacologists on staff. Unfortunately, not all hospital managers understand that clinical pharmacologists should become an indispensable staff unit, the main functions of which are: adequate prescribing of pharmacotherapy, pharmaeconomical correctness of the purchase of medicines, practical assistance in the work of doctors of all specialties and the collection of side and undesirable effects of drugs.

And the most important thing that I intend to do is to revise the list of medicines, the most important and vital medicines provided for the appointment of patients under all preferential programs. This is especially true of the ONLS program. The list of medicines for beneficiaries, which is valid today, includes some of the most expensive medicines. Of course, this did not happen without the participation of pharmaceutical companies, which are particularly profitable. However, an analogue of almost all drugs can be found 3-4 times cheaper. It's time to put an end to lobbying the interests of foreign pharmaceutical companies.

It is also necessary to study the system of purchasing medicines for hospitals. In addition, clinical pharmacologists should monitor the prescribing of medicines by doctors for beneficiaries. The main task of monitoring is compliance with the principle of prescribing effective and inexpensive pharmacotherapy."
