There will be no new levies on innovation

State-owned companies will not be obligated to allocate money
on national innovation projects

RIA NewsThe government of the Russian Federation will not oblige state-owned companies to allocate part of their funds to any state projects in the field of innovation, as it was with the decisions to fill the endowment fund of Skolkovo Technological University (Skoltech), Deputy Minister of Economic Development of the Russian Federation Oleg Fomichev told RIA Novosti.

According to the decisions adopted in the spring of this year, state-owned companies with their innovative development programs will pay to the endowment fund Skoltech or 1% of the budget of these programs, or 3% of its net profit under RAS. It is expected that in this way the endowment will receive 30 billion rubles in three years.

When asked by the agency whether such a mechanism will be used in the future to support any other major state projects in the field of innovation, Fomichev replied "no".

"It was a one-time decision in order to form an endowment fund for a new technological university being created," he explained.

According to the Deputy Minister, if we are talking about creating a technological university at the level of the Massachusetts Institute of Technology (USA) from scratch, then we cannot do without an endowment fund filled with private money.

Skoltech, a key element of the Skolkovo project, is being created as the first university in the history of Russia to combine engineering and entrepreneurship education. The basis of Skoltech will be the research centers of large companies and universities.
