This provides for the renewal of the state program "Accessible Environment", which in 2016 will differ in many ways from the one that is in effect now. As Grigory Lekarev, director of the Department for Disabled People of the Ministry, said at a meeting of the Public Council of the Ministry of Labor on Thursday, the ministry is now intensively working on the text of the updated program, in the near future it will be submitted for public discussion, and in May it will be submitted to the government.
Recall that the program was originally planned to be completed this year, but the president instructed to extend it until 2020, strengthening it with new directions. The project proposed by the Ministry of Labor provides for four subprograms. The first is to ensure the accessibility of the most important facilities and services for the disabled. The second is to improve the system of comprehensive rehabilitation and habilitation of disabled people, including children. By the way, the term "habilitation" was proposed for the first time, it includes therapeutic or social measures in relation to disabled people, morally undermined people, aimed at adapting them to life. The third subprogram is the formation of conditions for vocational education and employment of disabled people. The fourth is the improvement of the state system of medical and social expertise.
The creation of an industry for the production of goods for the disabled was included in the second subprogram. To begin with, according to the Ministry of Labor, it is necessary to analyze this market, to understand which goods are subject to import substitution and which are not. Then a list of goods for the disabled will be developed, which are subject to import substitution until 2020. And then – the organization of production. In particular, according to Grigory Lekarev, prosthetic and orthopedic enterprises subordinate to the Ministry of Labor, which have excess areas, will be used at full capacity. In general, the import substitution program will be developed by the Ministry of Labor together with the Ministry of Industry and Trade.
