He stressed that the process of introducing advanced technologies into production in Russia is associated with serious difficulties. "Russian business is not motivated to consume innovations," ITAR-TASS quoted him as saying.

The reason for this, Katyrin believes, "is the complete absence or weak competition in the main sectors of the economy." In addition, the head of the Chamber of Commerce and Industry continued, "the state does not make sufficient efforts to stimulate business to implement new ideas." "In Russia, the main donor of scientific research is the state itself, Katyrin noted. In the USA, this is mainly done by private business. In this area, we are losing out to the advanced countries of the world many times."

In turn, Deputy Finance Minister of the Russian Federation Sergey Shatalov said that "the imperfection of our institutions and bureaucratic barriers are very expensive for business." "Innovation and modernization are stalling in our country. It is necessary to increase investments in human capital, compared with the countries of the Organization for Economic Cooperation and Development (OECD), education, science and healthcare are underfunded in Russia," he stated.
